Sec. 10-1-29 - Winter Parking Regulations

In addition to particular parking restrictions contained in Sections 10-1-22 through 10-1-28, the following winter parking restrictions shall apply: Between November 20th of any year and April 1st of the following year, inclusive, no person shall park, stop or leave standing any vehicle between the hours of 1:00 a.m. and 6:00 a.m. on the even-numbered side of any public street or highway in the City on the odd-numbered calendar days and on the odd-numbered side of the public street or highway in the City on the even-numbered calendar days except in the turning radius (bulb portion) of cul-de-sacs and as otherwise posted. Appropriate signs shall be placed at or reasonably near the corporate limits of the City of Verona on all state and county trunk highways and connecting streets, pursuant to Sec. 349.13(1), Wis. Stats. The prohibition hereunder shall not apply under the circumstances described in Sec. 346.50(1), Wis. Stats. In the event any law enforcement officer arranges to move a vehicle standing upon any public street or highway in the City in violation of this Section to a position where parking is not prohibited as authorized pursuant to Sec. 349.13(3), Wis. Stats., the person violating this Section upon conviction thereof shall pay, in addition to the penalty provided therefor, as provided in Section 10-1-50, any towing charges incurred by the City in connection therewith.

Sec. 6-2-7 - Snow and Ice Removal. 

(a)  Removal From Sidewalks. Within twenty-four (24) hours after the cessation of any fall of snow, it shall be the duty of the owners and/or the occupants of any lot or parcel of land in the City of Verona to remove, or cause to be removed, the snow from any and all sidewalks and the nearest cross-side-walks adjacent to the premises of such owner or occupant, and to keep the same free and clear of snow and ice for the full width of the sidewalk.

(b)  Failure to Remove. If the owner and/or occupant of any lot or parcel of land fails or neglects to remove the snow from sidewalks as specified in Subsection (a) within the time set forth in Subsection (a), the Director of Public Works shall remove or cause the snow to be removed from any and all sidewalks and cross-sidewalks that may be so neglected by the owner or occupant. The cost and expense for removing the snow shall be imposed as a special charge against the lot or parcel of land for which the snow removal services were rendered, and such sum or sums shall be collected in the same manner as other special taxes.

(c)  Prohibited Placement. No person shall deposit or cause to be deposited any snow or ice taken and removed from his premises or elsewhere upon any sidewalk, alley, parkway, public place or street in the City. No person shall deposit or cause to be deposited any snow or ice taken and removed from his premises or elsewhere upon the public or private property located across the street, alley, or parkway from the person's lot or parcel of land.

(d)  Snow and Ice as Nuisance. The deposit of any snow or ice upon any sidewalk, alley or street of the City contrary to the provisions of this Chapter shall be and is declared to be a nuisance, and in addition to the penalty provided for violation of this Section, the City may similarly remove any snow or ice so deposited and cause the cost of said removal to be charged to the owner or occupant of the property from which said snow or ice has been removed.

(e)  Penalties. In addition to the liability of the owner or occupant of lands under Subsection (b), the penalty for violation of any provision of this Section of the Code will be a penalty as provided in Section 1-1-7. A separate offense shall be deemed committed for each day of which a violation of this Section occurs or continues.

Sidewalk Enforcement
Sidewalk enforcement is complaint-driven. The entire block for which a complaint is received will be inspected to insure fair and consistent enforcement. Return calls are not made to individuals calling or emailing complaints due to the sheer volume of complaints that can be received surrounding a snow event. If you are reporting locations which may be in violation of the city snow removal ordinance, please be prepared to leave enough information so that your complaint can be processed in a timely manor.

Sidewalk Clearing Assistance
If you are in need of assistance in keeping your sidewalks clear this winter, contact the Verona Senior Center 608-845-7471. A limited number of individuals have volunteered to help elderly, disabled or economically challenged residents.

Planning for Vacation
If you are planning on a vacation or other absence from home, please make sure to make arrangements for someone to take over for you while you are gone. Residents who require time extensions to complete clearing of sidewalks may request such by contacting the Building Inspection Department.
